Short-term recruitment contract scheme in army named Agnipath

త్రివిధ దళాల్లో సంస్కరణల్లో భాగంగా అగ్నిపథ్ పేరుతో స్వల్పకాలిక నియామక కాంట్రాక్టు పథకాన్ని కేంద్రం తీసుకొచ్చింది . 

ఈ పథకానికి ప్రధాని నేతృత్వంలో జరిగిన రక్షణపై కేబినెట్ కమిటీ సమావేశం 2022 జూన్ 14 న ఆమోదముద్ర వేసింది . నాలుగేండ్ల కాలపరిమితితో ఉండే ఈ సర్వీసుకు సంబంధించిన నియామక ప్రణాళికను రక్షణమంత్రి రాజ్నాథ్ సింగ్ వెల్లడించారు . ఈ పథకం కింద మొదటి జట్టులో 45,000 మందిని ఎంపిక చేస్తారు .17.5 సంవత్సరాల నుంచి 21 సంవత్సరాల మధ్య వయస్కులైన వారిని ఈ పథకం కింద చేర్చుకుంటారు . సైన్యంలో మరింతగా యువ రక్తాన్ని నింపడం లక్ష్యంగా ఈ పథకానికి ప్రభుత్వం తీసుకొచ్చింది. దేశభక్తి, స్ఫూర్తి కలిగిన యువతకు జాతిసేవకు నాలుగేండ్ల సర్వీసు పూర్తయ్యాక మెరుగైన ప్యాకేజీతో పాటు తుది దశ ఎంపికలో ప్రతిభ చూపిన అగ్నివీరుల్ని ( బ్యాచ్కు 25 % మంది చొప్పున శాశ్వత కమిషన్లో పనిచేసేందుకు అవకాశం కల్పిస్తారు .

ఎందుకు ఈ పథకం ?

వీలు కల్పించే అద్భుత పథకంగా దీన్ని రక్షణ మంత్రి అభివర్ణించారు . దీని ద్వారా దేశ రక్షణ కూడా మరింత బలోపేతమవుతుందన్నారు . నాలుగేళ్ల సర్వీసు అనంతరం అత్యంత క్రమశిక్షణ , అంకితభావం , నైపుణ్యాలున్న యువత సమాజంలోకి తిరిగొస్తుంది . ఇలా రెండు రకాలుగా ప్రయోజనం అని వివరించారు . ఈ పథకం వల్ల వేతనాలు , పెన్షన్ల భారాన్ని కూడా తగ్గించుకోవచ్చు . ఎంపిక , శిక్షణ , వేతనం : అగ్నిపథ్ పథకం కింద యువకుల ఎంపిక కార్యక్రమం 90 రోజుల్లో ప్రారంభమవుతుంది .17.5 నుంచి 21 సంవత్సరాల మధ్య ఉన్న వారిని ఎంపిక చేస్తారు . ప్రస్తుతం ఉన్న నియమ నిబంధనల ప్రకారం ఆరోగ్య , శారీరక దారుడ్యం పరీరక్షల అనంతరం ఎంపిక చేస్తారు . ఈ పథకంలో శిక్షణ పొందిన మొదటి బ్యాచ్ వచ్చే ఏడాది జూలైకి సిద్ధమవుతుంది . పూర్తి గా శక్తి సామర్ధ్యాలు , ప్రతిభను బట్టే ఎంపిక చేస్తారు . త్రివిధ దళాల్లో యువతను ఎంపిక చేయడం నిరంతరం కొనసాగే ప్రక్రియ.ఈ ఉద్యోగాలకు ఎంపిక అయ్యే యువకులకు కఠినమైన శిక్షణ ఇస్తారు . పర్వతాలను అధిరోహించడం , కారడవుల్లో సంచరించడం , అగ్నిప్రమాదాలు సంభవించినప్పుడూ , వరదల సమయంలోనూ సహాయ , పునరావాస కార్యక్రమాల్లో పాల్గొనేందుకు తగిన శిక్షణ ఇస్తారు . ఈ పథకం కింద ఎంపిక అయ్యే యువకులను అగ్నివీర్ అని పిలుస్తారు . త్రివిధ దళాల్లో శిక్షణ పొందడం వల్ల సర్వీసులో ఉన్నవారికి దేశ భక్తి , జాతీయ భావాలు అలవడతాయి . అగ్నివీరుల్లో 25 శాతం మందిని రక్షణ శాఖలోనే కొనసాగిస్తారు . వీరికి సంవత్సరం వార్షిక ప్యాకేజీ కింద మొదటి రూ . 4.76 లక్షలతో మొదలై నాలుగో సంవత్సరానికి రూ .6.92 లక్షల వరకు వస్తుంది . అలాగే రిస్క్ అలవెన్స్ వంటి ఇతర అలవెన్సులు కూడా దక్కుతాయి . వీరు నెలవారి వచ్చే వేతనంలో 30 శాతం సేవా నిధికి చెల్లించాలి . దీని సమానంగా ప్రభుత్వం కూడా జమచేస్తుంది . తర్వాత ఈ సేవా నిధి ప్యాకేజీ కింద సర్వీసు పూర్తి అయిన తర్వాత వారు చెల్లించిన మొత్తం , వడ్డీ కలిపి మొత్తం రూ . 11.71 లక్షలు అందుతాయి . ఈ స్కీమ్ కింద ఎలాంటి పింఛను ఉండదు . అగ్నీవీరులకు రూ . 48 లక్షల జీవిత బీమా ప్రభుత్వం కల్పిస్తుంది . సైన్యంలో ప్రస్తుతం పదేళ్ల షార్ట్ సర్వీస్ కమిషన్ నియామకాలు అమల్లో ఉన్నాయి . టూర్ ఆఫ్ డ్యూటీ ( టీఓడీ ) గా కూడా పిలిచే అగ్నిపథక్కు వచ్చే ఆదరణను బట్టి వీటితో పాటు ప్రస్తుత నియామక పద్ధతులన్నింటినీ నిలిపేయవచ్చు .

As a part of the reforms in the three forces, the Center has brought a short-term recruitment contract scheme named Agnipath.  The Cabinet Committee on Defense chaired by the Prime Minister approved the scheme on June 14, 2022.  Defense Minister Rajnath Singh revealed the recruitment plan for this service with a four-year term.  Under this scheme 45,000 people will be selected in the first team .The middle age group of 17.5 years to 21 years will be included under this scheme.  The government brought this scheme with the aim of infusing more young blood in the army.  After completing four years of national service, the patriotic and inspired youth will be given an opportunity to work in permanent commission (25% per batch) with a better package and merit in the final stage selection. 

Why this scheme?

The Defense Minister described this as a wonderful enabling scheme.  Through this, the defense of the country will also be strengthened.  After four years of service, the most disciplined, dedicated and skilled youth return to the society.  It is explained that it is beneficial in two ways.  This scheme can also reduce the burden of wages and pensions.  Selection, Training, Remuneration: The youth selection program under Agnipath scheme will start in 90 days. Those between 17.5 to 21 years of age will be selected.  According to the existing rules and regulations, the selection will be made after screening for health and physical fitness.  The first batch trained under this scheme will be ready by July next year.  They are selected purely on the basis of energy, abilities and talent.  The recruitment of youth into the three forces is continuous Process. Youngsters who are selected for these jobs are given rigorous training.  Appropriate training is given to them to climb mountains, to travel in swamps, to participate in relief and rehabilitation programs in case of fires and floods.  The youth selected under this scheme are known as Agniveer.  Due to the training in the three forces, the people in the service get used to the sense of patriotism and nationalism.  25 percent of firemen will continue in the defense department.  For them, under the annual package of the year, the first Rs.  4.76 lakhs starting from Rs.6.92 lakhs for the fourth year.  Also other allowances like risk allowance are also available.  They have to pay 30 percent of their monthly salary to the service fund.  The government also deposits the same amount.  Then after the completion of the service under this service fund package, the amount paid by them, including interest, is Rs.  11.71 lakh will be received.  There is no pension under this scheme.  Firefighters Rs.  48 lakh life insurance will be provided by the government.  Ten years short service commission appointments are currently in force in the army.  Depending on the popularity of Agnipathak, also known as Tour of Duty (TOD), all current recruitment practices may be discontinued.
